MINUTES Steve Sachs, Chair, was not available as his mother was ill. Dr. Carole Schultz ran the meeting in his absence.
Distance and Distributed Learning Committee Charlottesville, VA May 10, 2004 Ginger Ward, NVCC, was not able to attend due to illness. However, in light of her upcoming retirement, we will ask her to the next meeting of the committee to update us on the Foreign Language Classroom. Carole introduced Bruce Chaloux from SREB (Southern Regional Education Board). Bruce introduced the group to the SREC's (Southern Regional Electronic Campus) Ways in Mentor and Teacher Centers. SREB regulates portals:
Electronic Campus Conceived in the mid-90's; launched in January 1998; has 45 colleges and universities participating; 104 activated courses, but no degree programs. Today, there are more than 300 colleges and universities participating; more than 9000 credit courses; more than 400 degree programs. SREV 'brokers' courses and programs, ensures quality and provides consumers with access to common comparable information. Next Step: Create a full-service regional learning portal. Ways in Mentor was launched in February 2004.
Application/packages were sent to all colleges automatically. Colleges need to check in "Petersen's" for make sure their college information is correct. In Development:
Internet2 - K20Jeff Crowder, Virginia Tech, was introduced for his presentation on Internet2 - K20 Initiative. This is a national program that provides research in teaching. It is under continuous development. The internet is currently running on IP4. IP6 is trying to be deployed. Mission: Develop and deploy advanced network application and technologies, accelerating the creation of tomorrow's internet. Goals:

SIS Distance Learning Course Coding Attendance
A survey was sent out to find out what faculty wanted in their e-mail system. While the results were all over the board, the following is a summary of most requested items:
Smart Thinking - VCCS Tutorial Services Out of Federal earmark; purchased tutoring for student in all MTH prefixes ENG 111-112; BIO 101-102; ECO 201-202; and all other MTH courses previously identified. This is planned to be incorporated for FA04. We shall implement a VCCS Model for Smart Thinking to include additional prefixes. We will prepare a contract/bid for all but BIO for 24/7 tutoring. Course Management System Review WEBCT - import/export not available like BB. Migration from BB must be done by WEB CT staff. Desire2Learn review begins in 4 weeks. Angel review starts in 6 weeks. Bob would like to see negotiations in October 04, but decisions will be ultimately made by the Advisory Council of President. Blackboard and Angel are on the Virginia Tech contract. Cost has already been approved for BB. If we stay with BB, the cost will roll on. If we change, the cost will roll over. Portal Project Leslie Smith (RCC) said the group (epazz) they are looking at could provide a good model; SSL - secure; email; file manager; groups; calendar - active directory. Requirement is that it must be a single sign-on. ODU system is not a single log-on system. Soft Chalk - A site license is being secured. Monies will be directed toward content development and acquisition. Federal Earmark 2 phases - 5 million dollar project
May Symposium May 17-21, 2004 - JTCC (Featherstone) Intellectual Property Each college will have an IP Administrator. VCCS Attorney provided written explanations of the VCCS IP Policy. Important issue is the up-front agreement on IP ownership usage. Boilerplate contracts/agreements will be provided for college use. Elluminate - step above Centra - have 40 seats available until the end of August 04 for summer pilot. Next meeting: June 23rd, 10:00 a.m. - Noon.
